Every week we reach out to the homeless living on the streets of Table View Cape Town, seeking to bring hope to the hopeless.
On a weekly basis, in conjunction with members from CRC Cape Town as well as volunteers, TLC engages in regular excursions into the streets of Blaauwberg to engage with the homeless.
Through this process, the street ministry instils hope, by praying, motivating and encouraging the individuals to reach out and join TLC’s Independent Living Program.

Independent Living Plan
The ILP focuses on youth at risk, ex-offenders and the homeless, for the purpose of re-integration into society and normal living. The individuals undertake to become a TLC Student and commit themselves to an intense program. The ILP runs throughout the year by a passionate and dedicated team.
The following modules are covered throughout the year:
Substance abuse rehabilitation
Working in collaboration with Matrix Rehabilitation who do regular drug testing and offer education on drug and alcohol abuse.
Basic Life Skills Training
Classroom based training, which focuses on teaching skills such as communication, healthy living, relationships, love languages, self-identification and social presentation.
This includes preparing the students with ways to manage their emotions, life stressors and gain confidence.
Basic Skills Development
This includes basic computer skills, basic plumbing, basic electrical work and welding.
Teaching of basic mathematics and reading skills.
Assistance in placing students in suitable employment, when employment opportunities become available.
Introduction into a spiritual life through Christian discipleship,daily devotions and regular church attendance.

Assisting students in obtaining their learner’s licence
This includes teaching learner’s licence material.
Funding the expenses required to write the test.
Fitness and Exercise
Daily exercise program, which includes running, exercises at the outdoor gym at Blouberg beach and body boarding.
The preventative program is aimed at discouraging the children, from in the informal settlements, namely Radar Bush, Wolverivier and The Village, from taking drugs, choosing a life of crime, engaging in unsafe sex or opting to live on the streets.
It also involves basic education, engaging in arts and crafts activities to stimulate creativity and provide awareness on bullying and healthy lifestyles.
The program is conducted at each settlement on a weekly basis. House visits are also done by an auxiliary social worker to monitor living conditions.
Early Childhood Development Program
The Early Childhood Development (ECD) programs are school readiness programs for underprivileged children, living in the informal settlements, between the ages of 4 and 6 years old. During the program, the children are given food and the basic health and hygiene needs of the families are also attended to.
Crazy Daisy Project
The aim of this project is to provide girls, who have entered puberty, with toiletries and other basic hygiene essentials, so that they do not need to stay away from school. This is done monthly in the informal settlements (Wolverivier and TheVillage).
Care for the Elderly
Once a week TLC visits Huis Zonnekus, a home for the aged. A memory care program is provided to the residents who suffer from Alzheimer’s and dementia. The other residents are provided with entertainment, usually in the form of arts and crafts, painting nails and engaging in conversation.
Several events are held throughout the year to engage with the community.
- Once a month CRC TLC hosts their Beauty from Ashes Project. The aim is to make women from various informal settlements feel beautiful and valuable, by serving women through activities such as manicures, pedicures, facials, make up and sharing the Gospel of Jesus Christ.
- School holiday programs, which include excursions and sport academy events.
- Easter and Christmas events for the children.
- Youth and Women’s day events.
- Winter Blanket Drive.
TLC Outreach Projects is a non-profit, welfare organisation, situated in the Table View Area. Our purpose is to care for the elderly and the destitute toddlers and youth at risk.
Since 2000 our community based project has been rehabilitating the lives of children living on our streets because of abuse, addiction and extreme poverty. Over the past few years our reach has extended to include meeting the needs of children at risk living in informal settlements.
Our work is supported through networks with other organisations, our local police station, the community police forum, the department of social services, a small but effective staff compliment, volunteers (some local and some from around the world) and countless caring generous community members.
We are practical in our approach and our programs are designed to serve the needs of the communities for which they are intended.
